You'll note, that early on, it's mentioned that in Gotham City, there's a murder every 45minutes. Maybe if Batman wasn't glory hogging and interfering with laws and due process, the police could get out and do what they're paid to do, and enforce the laws. But no, allowing Batman to even operate at all demonstrates that in the fictional city of Gotham, if you accept superheroes, you accept crime at horrific levels.
