Disclaimer: Villainy does not condone violence through an implication of child endangerment. The car is clearly parked beside the road, and the radar detector is clearly not recording this car with the child on the hood travelling at 99MPH. All that allowed, strictly as a humorous incongruity between common sense and parenting it IS funny by itself, and makes a point about Villains and their Addamsesque sense of personal responsibility.
I dunno. My interpretation is that the driver is obviously swerving off the road to better side swipe the radar detector in an effort to dislodge the screaming (and thus weak) child.
